Artículo segundo. De la inversión del auxilio decretado que consistirá en su distribución proporcional entre los damnificados, se encargará una junta que para el efecto se constituye así: por el señor Gobernador del Departamento de Nariño, por el Excelentísimo señor Obispo de la Diócesis de Pasto o un representante suyo, por el Personero Municipal de Pasto y por el Promotor Regional de Acción Comunal de Nariño.
