Artículo único. De la subvención decretada por el artículo 6° de la Ley 31 de 1917 se destina para ayudar a la construcción de un edificio en la capital de la República para Escuela Departamental de Artes y Oficios, hasta la suma de treinta mil pesos ($ 30,000). tomados de las cuotas correspondientes a los Departamentos que no llenen los requisitos exigidos por el artículo citado.
