Hechas las adjudicaciones de que tratan los dos artículos precedentes, el resto de los terrenos del valle de Sibundoy se adjudicará al Departamento de Nariño, con la condición de que este dedique por lo menos quinientas hectáreas á la fundación de un hacienda destinada al sostenimiento de una Escuela de Artes y Oficios en el mismo Departamento.
