Artículo séptimo. El Ministerio de la Economía Nacional concederá semestralmente las correspondientes licencias de importación de trigo. La cantidad de trigo importable será restringida por el Ministerio de la Economía Nacional en la misma proporción en que aumente la producción nacional de trigo.
