Articulo 1º. La selección de los 84 bachilleres de quo trata el articulo 1º del Decreto 3267 de 1981 se hará escogiendo aquellos que obtengan los mas altos puntajes en los Exámenes de Estado de tal manera que queden representados todos los Departamentos, Intendencias y Comisarías del país en forma proporcional a su población de bachilleres.
