El Gobierno queda autorizado para abrir los créditos administrativos necesarios para darle cumplimiento a esta Ley. Igualmente queda autorizado para celebrar con personas naturales o jurídicas, si así lo estimare conveniente, contratos para la construcción de los campos de aterrizaje a que se refiere esta Ley, los cuales no necesitaran la ulterior aprobación del Congreso Nacional.
