Mientras el gobierno emprende los trabajos, el concejo administrativo de los ferrocarriles nacionales podrá invertir el remanente de los productos del mismo ferrocarril, previa deducción de las gastos de explotación y conservación, en los trabajos de prolongación de la vía en su sección segunda.
