Facultase al Municipio de Ipiales para que, teniendo como base este auxilio, pueda contratar la construcción de su acueducto y alcantarillado con una compañía nacional o extranjera, y para que pueda adquirir empréstitos o descontar las sumas que le corresponden en virtud de la presente Ley.
