Art. 2.° Autorízase al Poder Ejecutivo para arreglar con el Gobierno de aquel Estado los términos de pago de la suma que se liquide, sobre las bases siguientes:

1.ª Que el Estado de Panamá prescinda del cobro de intereses de demora, y

2.ª Que acepte documentos de crédito en pago de la suma reconocida.
