Art. 2.° Los diplomas expedidos por los Establecimientos en referencia, para ser válidos deberán llenar los requisitos establecidos por el Decreto número 718, de 11 de Diciembre de 1896, es decir, deben ser refrendados por el Gobernador del respectivo Departamento y registrados por su Secretario de Instrucción Pública; así como también deben llevar el Visto Bueno del Ministro de Instrucción Pública, para que los alumnos puedan ser admitidos en alguna de las Facultades Superiores de Bogotá.
