El Gobierno Nacional presentará en el año 2000 un proyecto de adición presupuestal en el cual se incluya un monto equivalente al 10% de la venta de las acciones propiedad de la Nación de ISA e ISAGEN para financiar programas de electrificación rural y de las Zonas No Interconectadas (ZNI) y de frontera. Estos recursos serán ejecutados por el Instituto de Planificación y Promoción de Soluciones Energéticas - IPSE.
