Articulo 4º . El Gobierno celebrara un arreglo con el Consejo Nacional de Ferrocarriles a fin de que esta entidad asuma el servicio de intereses y amortización de tales bonos, destinando a ello el producto liquido, hasta donde sea necesario, de la explotación de dichas empresas, sin que ello excluya la responsabilidad directa del Estado en relación con la deuda representada por aquellos bonos.
