Lo dispuesto en el artículo 1° no obsta para que el Supremo Gobierno pueda establecer, por cuenta de la Nación, como al efecto se le autoriza, las secciones de trabajadores que juzgue convenientes para la pronta terminación del banqueo. En este caso el auxilio a los Departamentos en las secciones banqueadas por cuenta de la Nación, se reducirá a ochocientos pesos por cada kilómetro de macadams y se pagara como se dispone en el artículo 3°.
