Conglomerados urbanos. Cuando se trate de conglomerados urbanos, el Gobierno, una vez la Registraduría del Estado Civil haya tomado las medidas necesarias para verificar los cruces en las listas de sufragantes de los municipios respectivos expedirá el decreto de autorización de tránsito. Este decreto debe expedirse con un mes de anterioridad, por lo menos, a la fecha de elección.
