Todos los derechos y emolumentos consulares pertenecen a la Nación y se harán efectivos por medio de estampillas de timbre nacional que serán adheridas y anulad es n los respectivos documentos. Se exceptúan únicamente los derechos especiales mencionados en el artículo 4° de la presente Ley, de los cuales disfrutaran los funcionarios consulares de la República.
