Créese un comité que se reunirá por lo menos una vez al mes para detectar las irregularidades en materia de importaciones y exportaciones, que estará conformado por: 1) El Ministro de Hacienda y Crédito Público o su delegado, 2) El Ministro de Comercio Exterior o su delegado, 3) El Director de la Unidad Administrativa Especial de Impuestos y Aduanas Nacionales y 4) El Superintendente Bancario o su delegado.
