Articulo 139 . La Deuda Pública Externa de la Nación, los Departamentos, los Municipios y los establecimientos públicos descentralizados, deberá registrarse en la Oficina de Cambios, en la forma y términos que ésta señale. También deberá registrarse en dicha Oficina, según el procedimiento que ella establezca, la deuda de las mencionadas entidades que no se hubiere inscrito con anterioridad a este Decreto.
