El artículo 4º del Decreto 1611, de 14 de mayo del año en curso, quedará así: "Los gravámenes que se crean o modifican por este Decreto, tendrán destinación específica para el fomento de la ganadería; pero el cumplimiento de esta disposición no romperá la unidad del Presupuesto Nacional. La Contraloría General de la República llevará cuenta especial de los productos, y sólo refrendará giros hasta concurrencia de las respectivas existencias en Caja".
