Ningún acto administrativo anulado o suspendido por los Tribunales o por el Consejo de Estado podrá ser reproducido por la corporación o funcionario que lo dictó si conserva la esencia de las mismas disposiciones anuladas o suspendidas, a menos que con posterioridad a, la sentencia hayan desaparecido los fundamentos legales de la anulación o suspensión.
