El Departamento Administrativo de la Presidencia de la República, el Fondo Rotatorio del Departamento Administrativo Nacional de Estadística, Fondane, el Fondo Nacional de Proyectos de Desarrollo, Fonade, el Departamento Nacional de Planeación y el Fondo Colombiano de Investigaciones Científicas y Proyectos Especiales "Francisco José de Caldas", Colciencias, suscribirán un convenio Interadministrativo que tendrá como finalidad financiar el Programa y para tal efecto se ordenará en dicho Convenio la apertura de una cuenta especial.
