Artículo segundo. Los auxilios para las instituciones situadas fuera de la capital de la República; serán girados por intermedio de las respectivas Secretarías o Direcciones Departamentales de Salud Pública, las cuales los entregarán, previo estudio y aprobación de los presupuestos que presenten las entidades favorecidas. Comuníquese y publíquese.
