De la negación del otorgamiento de la matrícula. El Consejo Profesional de Administrador Público sólo podrá negar el otorgamiento de la matrícula profesional con fundamento en el no cumplimiento de la Ley 05 de 1991 del presente Decreto. En este caso expedirá acto motivado que se notificará personalmente al interesado, en la forma prevista en el Código Contencioso Administrativo.
