El Ministerio de Hacienda y Crédito Público podrá realizar acuerdos de pago, reestructuraciones o refinanciaciones de deuda por operaciones de crédito público a su favor, con aquellas entidades que se encuentren en mora en el pago de obligaciones, independiente de la etapa de cobro en que se encuentre. Las nuevas condiciones financieras deberán tener en cuenta la capacidad de pago del deudor.
