Matrícula vigente. Para los efectos de este decreto, se entienden como comerciantes con matrícula vigente, aquellos que se hubiesen matriculado o cumplido con la renovación de su matrícula entre el primer día hábil del mes de enero y el último día hábil de mes de marzo del correspondiente año.
