º . El Rector del Instituto distribuirá los cargos de la planta global a que se refiere el artículo 1º del presente Decreto, mediante acto administrativo y ubicará el personal teniendo en cuenta la estructura, las necesidades del servicio y los planes y programas trazados por la Entidad.
