Costeados por la Nación, se colocarán una placa de bronce con la inscripción

"El Congreso de Colombia a Rudensindo Soto y Amelia Meoz de Soto - 1940,"

en el sitio que determine el Cabildo de la ciudad de Cúcuta, y sendos retratos al óleo de los esposos Soto - Meoz, en el salón principal del Manicomio, Dispensario Antituberculoso, Reformatorio de Menores, Asilo para Ancianos y Hospital San Jun de Dios, de la misma ciudad.
