del artículo 1º del Decreto 1783 de 1992 quedará así: "Lo previsto en el inciso primero de este artículo será aplicable desde el 15 de diciembre de 1992. Hasta tanto se aplicará exclusivamente el porcentaje a que hace referencia el inciso segundo".
