Se declaran zonas de Reserva Forestal los terrenos baldíos ubicados en las hoyas hidrográficas que sirvan o puedan servir de abastecimiento de aguas para consumo interno, producción de energía eléctrica y para irrigación, y cuyas pendientes sean superiores al 40 %, a menos que en desarrollo de lo que se dispone en el artículo siguiente, el Ministro de Agricultura las sustraiga de las reservas.
