Queda el Gobierno autorizado para fijar las formalidades que deben practicarse para el goce de las franquicias de derechos de importación concedidas por las leyes y por contratos, a fin de evitar los abusos que puedan cometerse y de subsanar las omisiones que pudieron invalidar dichas franquicias .
