Art. 1°. En aquellos Distritos cuya cabecera se halle á más de dos miriámetros de la del respectivo Circuito de Notaría, los Secretarios de los Concejos municipales podrán autorizar escrituras que contengan poderes de toda clase y actos ó contratos que no versen sobre compra ó venta de fincas raíces cuyo valor no exceda de mil pesos ($1,000), prestando así el oficio de Notarios. Los protocolos que formen dichos Secretarios serán pasados al fin de cada año al Notario del respectivo Circuito para los efectos legales.
