Quienes se presenten en demanda de amnistía, no podrán ser privados de la libertad ni molestados en su persona o en sus bienes en razón de los delitos de que trata esta Ley durante el trámite previsto para resolverla. El funcionario que lo hiciere incurrirá en el delito de detención arbitraria, o abuso de autoridad según el caso, pérdida del empleo y sanción pecuniaria que podrá graduarse entre diez y veinte mil pesos moneda corriente.
