Concertación ambiental . Tratándose de MISN Categoría 1, solamente procederá la concertación ambiental que se adelante en el marco de la adopción del respectivo instrumento que desarrolla y complementa el plan de ordenamiento territorial, de acuerdo con lo establecido en el mismo plan y en las normas vigentes. En todo caso, las normas ambientales son de orden público y en consecuencia no opera el silencio administrativo positivo. (Decreto 1310 de 2012, artículo 18)
