Cada órgano tomará las decisiones y actuará dentro de las limitaciones que le fije el Acuerdo Constitutivo o el Acuerdo Operativo. Por ello ningún órgano tomará decisiones o actuará de cualquier modo que altere, anule, demore o de cualquier manera obstaculice el ejercicio de una facultad o el cumplimiento de una responsabilidad o función atribuida a otro órgano por el Acuerdo Constitutivo o por el Acuerdo Operativo.
