Además de las funciones que se le señalaron por Decreto 0534 de 1959, el doctor Próspero Carbonell, Consejero del Presidente de la República, actuará, conjuntamente con el Consejero doctor José Gómez Pinzón, como Coordinador de las actividades de la Comisión Especial de Rehabilitación, creada por Decreto 1718 de 1958.
