Art. 4.° Igualmente ordenará el Poder Ejecutivo construir una línea telegráfica que partiendo de la ciudad de Bogotá, pase por las poblaciones de Nemocon, Chocontá, Tunja, Sogamoso, Santa Rosa, Belen, Soatá, La Concepcion, Pamplona y San José de Cúcuta.

. Para esta línea se apropiará en el Presupuesto del presente año la cantidad de veinticinco mil pesos ($ 25,000) áun cuando no se exprese.
