Modifíquese el artículo 42 de la Ley 20 de 1964, en el sentido de que, cuando a juicio del Ministro de hacienda, (sic) se haga indispensable, los sobrantes de las apropiaciones para servicios personales de los Ministerios y Departamentos Administrativos, podrán ser utilizados, previa certificación del recurso por la Contraloría General de la República, para financiar las deficiencias presupuestales y cubrir gastos urgentes de la Administración Pública.
