Art. 9° En el monopolio que constituye la renta de licores no se incluyen: 1° Los vinos extranjeros que se importen para el consumo nacional; y 2° Las tinturas, barnices, linimentos, perfumes y demás sustancias medicinales en que entre como componente el alcohol en las proporciones farmacéuticas y artísticas.

Parágrafo

Se entiende por compuestos, para los efectos del monopolio, la unión de materia ó sustancias inofensivas, propias para la producción y color de los vinos y licores destilados embriagantes.
