Las operaciones de crédito público interno que se proyecten celebrar con cargo al cupo de endeudamiento fijado por la asamblea serán solicitadas por el Jefe del Departamento Administrativo o Secretaría que vaya a ejecutar el respectivo proyecto y autorizadas mediante decreto del Gobernador, en el cual se establecerá la destinación del producto del empréstito, sus condiciones financieras, la entidad ejecutora y las garantías que se otorgarán.
