Recibidas las propuestas, si antes de calificarlas el Ministerio tuviere duda sobre la autenticidad de documentos o fidelidad de los planos, sobre la respetabilidad y solvencia de los proponentes, o sobre cualquier otro punto que convenga investigar, se ordenará el esclarecimiento de los hechos a costa de los interesados.
