Autorízase al Gobierno Nacional para que tome todas las medidas de orden administrativo y fiscal que sean necesarias para el cabal cumplimiento de esta Ley, dentro de las cuales quedan comprendidas las facultades para abrir créditos adicionales o hacer los traslados correspondientes, en caso de que el Congreso Nacional no haga las apropiaciones respectivas dentro del Presupuesto.
