Ámbito de aplicación . Las disposiciones previstas en el presente decreto, serán de obligatorio cumplimiento para las autoridades e instituciones públicas, incluidos los niveles técnicos y operativos, descentralizadas administrativamente, desconcentradas, de los órdenes nacional, departamental, distrital y municipal, en el marco de las obligaciones nacionales e internacionales.
