Art. 1.° Créase una plaza de Injeniero oficial con el sueldo anual de mil quinientos pesos ( $ 1,500) i se le destina al servicio del proyectado ferrocarril del Cármen a Sambrano en el Estado de Bolívar, con el fin de que levante el plano del camino, formule el presupuesto detallado de los gastos que exija la obra i practique las demas operaciones indispensables.
