Artículo cuarto. El inciso primero del artículo noveno quedará así: La Junta Directiva podrá instalarse y actuar con la plenitud de sus funciones y, en todo caso, con la concurrencia de nueve (9) de sus miembros, sea que se haya producido o no la designación, elección, aceptación o posesión de los restantes.
