° La solicitud de reconocimiento como Universidad, se formulará ante el Ministro de Educación Nacional por conducto del Icfes. El Icfes hará el estudio correspondiente que permita al Consejo Nacional de Educación Superior - CESU -, emitir el concepto previo indicado en el artículo 20 de la Ley 30 de 1992. Para tales efectos, la Junta Directiva del Icfes propondrá al CESU el sistema de verificación de estos requisitos.
