Las siguientes funciones de la Junta Directiva requieren aprobación con el voto favorable e indelegable del ministro de Salud pública: a) aprobar los contratos sobre delegación de funciones del instituto, que suscriba el Director General; b) aprobar todo acto o contrato que implique desembolsos o compromisos de valor superior a quinientos mil pesos; c) ceder, cuando sea el caso, fondos propios del instituto, a las entidades en las cuales delegue funciones.
