Los órganos que hacen parte del Presupuesto General de la Nación en la preparación y formulación del anteproyecto de presupuesto, deberán observar los parámetros establecidos en los manuales de programación presupuestal elaborados por la Dirección General del Presupuesto Nacional del Ministerio de Hacienda y Crédito Público y por el Departamento Nacional de Planeación, de acuerdo con sus competencias.
