La suma de que se trata en el artículo anterior se incluirá en el Presupuesto dela próxima vigencia, pero si no lo fuere, queda el Gobierno autorizado para contratar con la Caja de Crédito Agrario o con una entidad bancaria la suma de que habla el artículo primero, para darle cumplimiento a la presente Ley.
