Art. 1.° Para que se entregue a los Estados la suma de diez mil pesos de que habla el artículo 2.° de la lei de 16 de mayo de 1863, no es indispensable que hayan empezadoa dedicada. Basta que soliciten su entrega, siendo eso sí responsbles de dicha suma, en caso de aplicarla a un objeto distinto.
