Art. 12. El Poder Ejecutivo valiéndose de los medios que estime más convenientes, promoverá el cultivo del opio y del gusano de seda en las poblaciones de climas apropiados al efecto, y propondrá al Congreso lo que crea conveniente á fin de establecer en el país estas dos industrias.
