Autoridad competente. La habilitación para prestar el servicio público de transporte masivo se expedirá por parte de la autoridad de transporte competente constituida para el efecto por el ente territorial o administrativo correspondiente, la cual ejercerá funciones de planificación, organización, control y vigilancia, bajo la coordinación institucional del Ministerio de Transporte. En ningún caso podrá ser un operador o empresa habilitada.
